He felt that the russian monarchy had failed, and he was attempting to restore the tching monarchy. The mongolians had declared independence after 19 11, e chinese armies had best reconquered them. His achievement was that he drove the the chinese out of mongolia. He ended up handing it to the soviets because they had no particular inclination to take it until he started using it as a base for attacks.
