Tribunes also had the power to enact laws. By this point in history, they even had the authority to haul a consul of to jail. To actually do that, though, was pretty rare and kind of dangerous. And really whether these powers got exercised to the fullest depended on the individual tribune. Often tribunes were actually on the side of the nobles. Gaius liked to use his older brother's death as a rhetorical stick to beat the hard liner conservatives with. He would bring up the memory of tiberius in his rally speeches in the forum. But he'd talk about how the nobles wanted him dead too.
