There has to be some kind of a deep and very salient policy dispute, or incompatibility, as i call it, between the sponsor state and the target state rights. The other condition is there has to be the means, right? So in the book, i argue that these proxy groups don't come out of nowhere. They cannot be manufactured out of thin air. And if you're missing one of those, we should expect states to turn to other foreign policy instruments instead.
