In the Islamic historical Islamic experience, there wasn't this homogenous unitary unitary legal system. There were multiple different kinds of legal systems within the Islamic polity of thinking of the Ottoman Empire. Islam was much more pluralist and diverse than modern nation states could ever be. The modern nation state is a homogenizing force that reduces the sort of complexity that we have.
