The Problem of Structured Anarchy
One way of solving the problem of structured anarchy has historically been domination. This involves things like chattel slavery in the united states, it involves the most extreme forms of exploit ion of the groups that are dominated. In some interesting cases, you actually have domination by a minority which manages to t the tools of the state in order to rule over the majority of people in the society. And so vor societies tend to be not quite as nasty, brutish, in short, as hobbs feared, but very poor and prived none the less.
