How to Maintain a Formula in 1.0

GitHub now has auto updating bills in. It will check for updates in the backgrounds, think by default once a minute. I made it so you can pass in the show on forget as the e-tag to that and allow us at GitHub to kind of deliver that from the cache. And basically, yeah, like flip that git fetch operation to just being an HTTP call.
