Professor Samuel walker says municipal police were used as delegated vigilantes by the empowered classes of the new united states. Many of the worst abuses of official criminal justice agencies represent a form of delegated vigilantism. The public has tended to condone, if not encourage, police brutality directed against the outcasts of society and inmates in penal institutions.
