I expect Bachmout to have either been evacuated by Zelensky or to have fallen. It was important to Zelensky not to evacuate before the anniversary on the 25th but once that anniversary is by I would expect that order to be given. As to Russia's slow but sure military progress I think that's because as Putin put it they're not at war with the people of Ukraine and therefore they don't want to destroy the places in which Ukrainians live after all.
