The Importance of Basic Coverage
Every high income country has to engage in exactly this issue. They all have some form of universal basic coverage and they have a budget. Cost-effectiveness, it turns out, is how every country starts but does not end its process of deciding which of these critical diseases to cover. And people who want something that isn't covered can purchase it outside the current system. But one of your complaints about the current system are all patchwork laws that have been passed in response to public outcry.
