Climate change and increasing droughts are only going to make it more important to deal with drought, says Tom Foreman. The author was stunned by the transformation of California's central valley since settlement in the 18 fifties. There is a lot to be said about getting back to some of the wet lands that had been dried up for millions of acres before settlers arrived.
