There are also unappreciated breakthroughs. Stephen Weinberg in 1967 showed that you could explain the mass of the particles in the standard model with the Higgs boson and nobody noticed. What's important is that you let different ideas go forward. You don't decide too early that only one way of doing things is the right way. It's a practical matter. I have no idea what the right way actually is.
