jack, something you've written about outside this report is the idea o sort of like a national research cloud. Struck me that standardizing some of the er inferstructure around compute would feed nicely into some of the stuff as well. If it's clear there's a tun of value that could be had, if one of the blockers is access to compute for academic researches or start ups, you can repurpose a research cloud for thet you can carve out.
