How to Make a Payment With an Arc Wallet

If somebody is not already a member of an arc or with an ASP, and you want to make a payment to them, you basically need to get them to set up with arc. The recipient just downloads a piece of software that makes the endpahble available to everyone else,. i.e. adding to the tributary tipping, right? All it takes is the sender knowing the destination. You just need to know the other guy's public key in this case.
