Oil and Gas Revenue - Does That Not Just Define Russia?
Russia is trying to restabilize global resource markets when it comes to food predominantly, but also perhaps a little bit to do with energy. One thing that's been playing in my mind as we've been speaking is we've kind of come up with a typology of what a petrostate might be. And I would say that not all of those characteristics apply to all petrostates. The example that I really like to talk about in this case is Qatar, which is an absolutely tiny Persian Gulf state,. It's so tiny the Saudis consider conquering it a couple of years back and they probably could have.
