In 1951, the United States has a refugee policy. It says that if you're fleeing like those Soviets, obviously you're a high-minded freedom fighting person. And we want to help you. But most of the people who are fleeing places like Haiti or Guatemala or Iran aren't white. They're brown or black after they're descended.
