For most of history, countries have been ruled by kings. But when a king died, the question over who would rule his kingdom could become a lethal matter. If all the wars of succession in history are taken into account, we could probably find no greater waste of resources and time, let alone human life and suffering. So i think it's telling that when he saw the walls, the gates and the mosques of gao, as well as the rich surplus of food kept in its storehouses, the sight seems to have impressed him greatly.
