I think that he likes to portray a certain picture without really having the data to back it up. There have been some experiments where people we see, for example, some transfer and see what impact they have on their willingness to work. I'm not an expert here, but the majority of evidence is in favor that the effect is not that large because people want to work for other reasons. He might be right. For one person, it might be that they're making enough and transfer payments so that they don't feel the need to get a job. But to say it's true for the population at large, I think is quite tricky.
