California Is a Holdout Amongst the Three States
California entered the union as a very, very large swath of territory that at the time was sparsely populated. You can add three states from California right now, if you did it well, which would actually maintain the balance of power in the Senate. But I think you could set things up in such a way that it wouldn't upset the apple curt too terribly much Southern California, Northern California, and Orange County.
