The Relationship Between God and His People
The best gift God can give us is his presence. And this is what we see happens, sort of interrupt the middle of Habakkuk's prayer. He cries out to God and in verses 3 to 15, God responds with a Theophany. So with a visual like vision of God coming. And God comes as a warrior in this vision and he eventually avenges his chosen people. But regardless of the order or timing, God eventually does come because he does hear the cries of his people.
