How Should We Think About So Called Externalities?

Externality problems have been greatly exaggerated by economists, if not just plain old fabricated by economists. Even mexico has horrible pollution problems because of their socialist government. And so, you know, socialism has a horrible record from an environmental perspective view. It calls into question the theory that unregulated free markets are the problem there.
