And if we were going to back up and talk about just the story of American surveillance it often starts with Hoover and his meticulous and obsessive work, she says. Kohn: I look at a whole series of American activists who were fighting for things like racial equality or equal pay for equal work, gender equality issues, and they were very much targeted by the FBI in the 60s, 70s, 80s now. She says even if Hoover had never existed someone like him would have come along.
