In a Newtonian regime you can say there is a fact about the total state of the world, whether or not we know it. In order to get that you have to add this sort of negative fact that there are no other facts in place. There's ever enough fixed in place to determine an action as a matter of physical law. The status of those kinds of negative facts which we probably shouldn't go into a conversation about right now is the thing I think on which you can hinge the denial that there's anything fixed and already in place.
