The Problem With the Public Trust Doctrine

Public trust doctrine doesn't shift nature out of that property category. It just treats it as kind of commonly held property or owned by more than one person. The problem with that in the comparison I was used to is an African-American slave in the 1840s, you didn't really care whether you were owned by one person or by five people for that matter. You're still property.
