Is There a Requirement for Regulation for Coins?

Do coins have a responsibility to start further fetting what they're listing off? Or is it just, if people want to buy the garbage, let the people buy the garbage? Well, i mean, i tweeted out last night or this morning, that you can't have it both ways. Either you want no regulations for penny stocks and absolute scoundrels like gordand belfort, or you need regulation for coins.
