The FDA Disqualification of a Clinical Investigator

Dr. Reynolds used homeless folks as test subjects and took the actions to obscure the fact that many of them didn't understand it was being done to them. He covered up their illnesses, all of this horrible stuff. In 2008 the FDA investigated him for this and initiated disqualification proceedings against him. The gist of how is he still allowed to practice medicine? That's what we're building for.
