The Importance of a Lock Icon on a Website
The padlock was always intended to be a positive identification that this site is extra secure which is no longer appropriate when we expect everything to be HTTPS and have a valid certificate. Google redesigned the lock icon in 2016 after our research showed that many users misunderstood what the icon was trying to convey. Only 11% of studies through participants correctly identified the precise meaning behind the lock icon. This misunderstanding is not harmless. Nearly all phishing sites use HTTPS and have the lock icon but it's just that the connection is private. The FBI publishing explicit guidance says the lock icon does not mean the website is safe.
