Do you think the civil service was politicised by the referendum? Do you think that the critique that something new happened here has some weight to it? I'm not convinced of that argument. It's simply not tenable that the civil service could have in any way removed itself sufficiently as to inoculate it against that line of argument. The civil service has a bias in favour of the status quo usually. This also arises with the Scottish independence referendum. If civil servants are going to say something in public about the possibility of radical constitutional change, isn't there going to be an inherent tendency to come out on the side of the way things are now?
