The Tonton Macoots
Duvalier spent 50% of the Haitian government's budget on the Tonton Macoots. 90% of the population remained illiterate and in object poverty. He knew that he was going to need more cash to keep himself in power. The US started sending Haiti, by which we mean Devalia, millions of dollars in aid. This was a huge win for Devalia and really helped him double down on his control of Haiti.
