Lorentz's conjecture relates to a problem which appeared at the turn of the millennium. The time for uncertainty in a small-scale turbulence to affect a large-scale piece of turbulence has a fixed time scale. It will take a fixed time let's say a couple of weeks to affect the uncertainty in the very largest scale weather system. If this is correct it means that although we'll be able to get like as you said 70% to 90% for a weather forecast, beyond two or three weeks are just going to be hopeless.
