The reason consciousnesses can't be treated in a normal scientific way is that it's not publicly observable. The panpsychist idea could have these networks of simple conscious entities behaving in simple, predictable ways ecause they've got very simple mathematical structures. I think the kind of explanation for how materialist explanations of consciousness emerge from matter is a big argument to tring senses of emerging from matter.
