What if the Student Had a Course in Critical Thinking and They Were Able to Think About the Content?

The point being made here is that people don't know what's required of them in terms of critical thinking. Maybe we could teach them and then they would just be able to think about the content, he says. The requirements should be made clear partly by the way that the course is taught but also because different subjects have different epistemologies so maybe you need to explain each one differently.
