As a story consultant, i mean, i work with a lot of screen writers. It's like, every time i read the script, it's like, what do they want? And the writer looks at me like, i have no idea. So if you don't have those two things and know them pretty clearly, you're probably going to write a lot of pages that you don't end up having in your final version of the script.
