There's so much more to government than the leader, that being said leaders matter more in certain settings than in others. I think there's also partly explains the large variation in economic outcomes among autocracies. So if you have few institutional constraints around you, and you're more free to pick and choose policies,. which is the case in several autocracies but it goes both ways right. And even without these constitutional constraints or even without strong parliament or or in the judiciary, you have this kind of this check on individual power.
