Land Value Tax
The idea is to encourage people to use the land that they own. The biggest losers would be people who own big tracts of land, bigish houses in very expensive areas of the country. If you impose like a federal land tax and used it to cut payroll taxes, right, the winners would be low income workers with no kind of increase. But if you get into some really complicated mechanics about tax incidents, you'll see it doesn't quite matter.
