The Democratic Unionist Party is refusing to participate in the power sharing assembly for Northern Ireland, meaning that there is no devolved government. The Orange Order have said they do not think Stormont should be sitting until their concerns about what Brexit means for Northern Ireland are resolved. There doesn't seem to be any movement on that from them and other unionist parties. But most people who represent communities see some government as better than none.
