If you find a bug and it can't be exploited in some sort of way, is it still a bug or is it something else? No, it's still an issue that needs to be addressed. If there is a bug bounty program, okay, then the researcher at that point wants to take the bug and try to develop it in a way that could prove the concept. And obviously, if you have a working proof of concept exploit, you will get a higher bounty and or recognition rather than just submitting any bug that you find.
