We have designed a safety net that's based on means testing, which sim ply means that you have to pass a certain criteria in order to qualify for a government benefit. For example, if you make less than a certain amount of money, then you qualify for a benefit. But if you have a precarious job where you don't know how much money you're going to make, it becomes very difficult to access these benefits. These systems are not made to make it easy for people who are already under tremendous stress to get them.
