Is the Threshold for Getting a Search Warrant for a Former President of the United States?

You don't have carte blanche if you suspect someone of committing a crime to search any and all premises associated with that person. This question comes in a tweet from Twitter user CruelShoe. Can you talk about statutes of limitations who determines them? Are they ever revisited or revised?
