Melissa Lane: In the 6th century BC, the Athenian city-state begins operating its system and what we look back on as democracy. She says it was a system of participation by the male citizens but there were other people in the state who weren't citizens - slaves and foreigners. What was key about it was that the citizens themselves were acting as judges and policymakers, she adds.
