I'm Not a Slave, but a Freedman.

This law is renewed to include freedmen, so not just slaves. I would assume that this is put in place because a freedman acted against a master or didn't act in his defence and needed extra coverage. But maybe it's just insurance as well. This goes to my sort of general orientation towards laws being passed for bad and fictional reasons. If you were to throw me in a time machine, i wouldn't bet a lot of money on what i would seei never bet against a moral panic.
