For God, Trouble Them With Every Kind of Distress

We're told in 2 Chronicles 15, verse 5, that there was no peace to him who went out or to him who came in for many disturbances afflicted all the inhabitants of the land. Nation was crushed by nation and city by city. But then we read the end of verse six: For God, trouble them with every kind of distress. So God literally says, you see all this chaos blame me because I'm behind it. What is going on?
