China Is No Equivalent of the Lobbing Industry

The united states is much lower on petty theft, gran theft and speed money than in china. But they have roughly the same amount of excess money. In china, there is no equivalent of the lobbing industry. And my argument is that lobbing would not evolve in china because power is so personalist. It's about bribing a super powerful person.
