Isn't It a Signifier?

Ryan: I define it by, well, i can say what it is by showing another nation that this nation is not. And then that other nation functions as the as the quilting point for the nation. But he hasn't yet said it's a signifier thaut it signified, he should have. He thinks something that has too many signified to even mean anything like 'nation' could be an example of such a thing.
