Is There a Wi-Fi Alliance?
There's no governing body that says you can't use Wi-Fi to communicate. There is a alliance called the Wi-Fi Alliance, which maintains the standard. They do have a process where you can certify your device. But at least in that standard, you don't actually have to be certified.
