The idea of saying using can, which is often used for ability or mission. If someone says, can can i get the fish? Yes, you can. Would you like it? Do you want it or not? Do i have the ability to get it? That's what it sounds like to me. I wouldn't normally say it myself, but it doesn't sound unusual to me because i'm used to hearing it from american films and t v shows. But it is acceptable to ask for something using can can i have? Can i get carlos continues with his emil he talks about a second occasion when he was already on foot.
