The real driver behind this change from cocaine to fentanyl is just a matter of simple economics. Fentanyl is extremely addictive compared to traditional drugs like heroin or cocaine, far more potent than heroin. They don't require the type of criminal dominance that you would see in traditional drugs like cocaine. And when we get into the resale of these drugs, they are vastly more addictive.
