Nigeria - Is Nigeria Federal?

In post-colonial African states, the capital regions are much wealthier than Hinterlands. The evidence at this point in Nigeria over the last 20 years is that the Fourth Republic as constituted produces too much disorder. So if you wanted to improve the situation in Nigeria, I think you'd need to write a new Republican Constitution.
