I think it largely depends on the smaller organization. See the pirson in charge of high car is also pesoly in charge of health and safety. Youa an get that functional split. It doesn't really matter who does it, whether it's hadcar, occupationor health or no wether, so long as it gets done. So long as things get done and it happens kind of ground level. But it has to be this kind of vertical thing through the organizdation that really has to what people do underground.
