The Bank of England System
The Bank of England is almost retraining, forming new habits by forcing banks to go to the Bank of England itself. The United Kingdom has a much, much smaller problem with stigma than the United States does. And I think that they would describe themselves as still aiming for a floor system, but wishing to take actions that shrink the balance sheet to the fullest extent possible.
