The Tories' Argument for Unstoppable Momentum
The number of councils that are likely to change hands is actually quite limited. Most of these elections are being contested in Shire District councils for the most part in relatively rural England. In many places the Labour Party does not register as a significant political force and that together with the fact that in more urban parts of England often the council is a one-third election more than a whole council election this pretty severely limits the likelihood they will pick up games.
